What are “withdrawal fees”? Is it a percentage of the withdrawal amount or is it a fixed absolute amount?

Roughly speaking, it’s a commision paid to miners to incentivize them to confirm your transaction on the network. It’s not fixed, it’s fluctuating depending on the amount of transactions waiting to be confirmed.
