Please open a support ticket with evidence of the PayPal reversal and we’ll ban the account.
get a copy of the reciept from localmonero and try sending it to paypal that way. I had a few paypal accounts. on all of them people charged back. I lost all the money in 2 of the accounts about $5k but I was able to recover $2.5k 
wow that really sucks. Yeah thats why I dont use paypal for trades. Amazon gift cards have worked out the best for me, have only done one trade so far but i can tell its just so much better then paypal
