If a user chooses to block another then they should not see the blocked user’s ads. At present, blocking a user only seems to keep them from responding to your own ads. This is noted by the message visible when selecting to block a user, " You are blocking XXX They will not be able to respond to your ads."
Blocking a user should hide that user’s ads.
